Voluntary Coordinated Early Intervening Services and mandatory Comprehensive Coordinated Early Intervening Services have different populations, triggers, and funding requirements.

OSEP, Significant Disproportionality: Essential Questions and Answers
An LEA may use up to 15 percent of its combined IDEA Section 611 and Section 619 allocation for voluntary CEIS.
Voluntary CEIS serves students in kindergarten through grade 12, with an emphasis on kindergarten through grade 3, who:
Have not been identified as children with disabilities
Need additional academic or behavioral support to succeed in general education
Voluntary CEIS may not be used to provide special education or related services required by an IEP.
Evidence-based academic interventions
Positive behavioral interventions and supports
Personnel training needed to deliver CEIS
Educational and behavioral evaluations, services, and supports
When ALSDE identifies an LEA with significant disproportionality based on race or ethnicity, the LEA must reserve exactly 15 percent of its combined Section 611 and Section 619 allocation for Comprehensive CEIS.
Comprehensive CEIS may serve children ages 3 through grade 12, including children with and without disabilities. Activities must address the factors contributing to the identified disproportionality and should focus particularly on the groups that were significantly overidentified.
An LEA required to provide Comprehensive CEIS may not take the IDEA MOE adjustment under 34 CFR §300.205 for that fiscal year.
An LEA using CEIS or Comprehensive CEIS must track:
The number of students who received services
The types of services provided
The amount spent
The number of participating students who subsequently receive special education and related services during the required reporting period
Using voluntary CEIS for preschool children
Using voluntary CEIS to provide services required by an existing IEP
Reserving less than the required 15 percent for mandatory Comprehensive CEIS
Failing to align Comprehensive CEIS activities with the identified disproportionality
Applying an MOE reduction while subject to mandatory Comprehensive CEIS
Incomplete student participation and follow-up data
