Every LEA, every year, must complete the Comprehensive Monitoring Self-Assessment (Assurance) Manuals, Part I and Part II, and submit a signed Document of Assurance and Technical Assistance form to the ALSDE no later than September 15. The signed assurance attests to local compliance with all state and federal requirements — which makes the annual self-assessment the LEA's single most important self-audit opportunity.

The Document of Assurance and Technical Assistance form is due to the ALSDE no later than September 15 of each year. Build the review backward from that date: begin the internal review in the spring and summer, well before the submission deadline.
A signed Document of Assurance attests to local compliance with all state and federal requirements. Before signing, verify the practices behind each assurance — sample student records against the requirements, confirm timelines, and review fiscal documentation. An assurance signed without verification converts a practice problem into a documentation problem that monitoring will find.
The self-assessment manuals address the indicators for each specific program — special education's portion sits alongside career and technical education, federal programs, and accounting. Coordinate across those offices so one submission does not contradict another.
Where the self-assessment reveals areas of noncompliance, correct them before submission where possible, and document the correction and the verification. Identifying and correcting an issue yourself is the strongest evidence of a functioning general supervision system.
Assurances signed without sampling records to verify the underlying practices
The self-assessment completed by one person in isolation rather than with the staff who know each area
Areas of noncompliance identified in the self-assessment but not corrected or documented
Late or incomplete Part I and Part II submissions
